A priority control application sets the base priority for a specified application. A application with a High Priority takes precedence over lower priority applications. Altering base priorities allows more precise control over how your computer responds to your actions.

PriorityControl_STATIC enumerates all priorites every 60 seconds (unless the main window is 'visible'), and sets their priorites the actaul priority differs from the requested priority. This requires that the process is 'opened' in order to read and then potentially set the process priority.
